In a proactive step towards ensuring import compliance, the Central Board of Indirect Taxes and Customs (CBIC) has issued Instruction No. 03/2024-Customs on February 19, 2024. This directive focuses on the importation procedures related to Boric Acid (Technical Grade) and its alignment with the regulations set by the Bureau of Indian Standards (BIS).

Regulatory Framework:

The directive makes reference to the Ministry of Agriculture & Farmers Welfare Order S.O. No. 1766 (E) dated May 16, 2019, which brought Boric Acid under the Bureau of Indian Standards (Standards for Boric Acid) Order, 2019. This inclusion subjected Boric Acid to compliance with the BIS Standard IS 10116:2015, as specified in the order.

Key Specifications:

BIS Standard IS 10116:2015 (Reaffirmed in 2020) lays down essential specifications for the importation of Boric Acid (Technical Grade). Notably, it outlines the acceptable range of Polishing Compounds containing Sulphate and Chloride, as well as the requirement for packing Boric Acid (Technical Grade) in jute bags with suitable liners.

Compliance Directive:

The directive stresses the critical need for strict adherence to the specifications detailed in IS 10116:2015 (Reaffirmed in 2020) for Boric Acid (Technical Grade) import consignments. It urges officers to diligently verify compliance during import inspections to ensure conformity with the prescribed standards.
