What is the meaning of “recipient is eligible for full input tax credit’ in rule 28 of CGST Rules

Hello Ashish,
As per 28 the term “recipient is eligible for full input tax credit” means that the recipient can take the input tax credit of GST paid over the invoice by the recipient.
