Whether ITC available for 2017-18 till the Annual Return is filed?
As GSTR 3b is not a return u/s 39 as per Gujarat High Court Decision dated 24/06/2019 credit of 2017-18 might be available to the client, if yes what is the procedure that can be adopted by me?

I will suggest you to wait for the final verdict of the Supreme court. Then CBIC may also change the rules retrospectively. If a large amount is involved then only take a step
