There is no requirement to generate E-way bill if total consignment value (including GST) does not exceed Rs. 50000. Currently, it is applicable only for Inter-state transactions.
However, there are certain transactions (like movement of handicraft goods) wherein E-way is required to be generated irrespective of Consignment value.
