Difference in Repeal and amendment

The term ‘repeal’ is used when the entire act is abrogated. The term ‘amendment’ is used when a portion of an Act is repealed and re-enacted. There is no real distinction between them. Repeal thus includes partial repeal.

The word ‘repeal’ is usually used when the entire Act is sought to be abrogated. However, when the object is to repeal only a portion of an Act, the term ‘omission’ is used. Further, where the object is to repeal a part and re-enact another provision in its place, the term ‘amendment’ is used.
