Suggestions made by Trade and industry during interaction with Hon’ble FM on 18.02.2020

Following suggestions/points were put forward by Trade and Industry during interaction with Hon’ble FM on 18.02.2020:

CII:

 

  • Goods imported from China may be cleared on priority.
  • Goods imported from China may be cleared without necessary documents on the submission of the bond/undertaking.
  • Quarantine time of 14 days prescribed for containers at the port of despatch may be reduced.
  • Reduction in customs duty on raw material / intermediate products imported from countries other China may be considered.

Electronics Sector:

 

  • The surge in import from China, after Corona Virus is over, is expected – Necessary steps to deal with such a situation may be planned in advance.
  • Faster clearance of electronic items may be allowed.
  • Reduction in duty on raw material for PCBs may be considered.
  • Some issues are being faced in ICD Kathuwas in Rajasthan.
  • Some instances of double-duty payment through ICEGATE have been noticed. The refund may be expedited in such cases.
  • Misclassification of goods in CTH 9001 is being resorted to by some importers- Suitable action to check the same may be initiated.
  • BCD on Single Motor for AC classifiable under CTH 8510010 / 851031 may be increased.

Pharma Sector:

  • Faster clearance of export of masks may be allowed.

Petrochemicals & Plastics Sector:

  • MOT is being charged from AEO Clients in Haldia Port.

Polyester & Textile Sector:

 

  • Export of Shoe Covers / Disposable Garments for industrial use is not being allowed by Customs.
  • Factory sealed containers of Orient Craft an AEO-2 Client is not being allowed.
  • All ports, including seaports, should work on a 24*7 basis.

Automobile Sector:

  • Reduction in BCD on parts being imported from China may be considered.

Chemical Sector:

  • The duty deferment period may be raised to one month from 15 days for AEO-2 Clients.

Telecom Sector:

  • The dispute in the classification of Antenna is persisting.

Trading in Imports / Exports:

 

  • Lack of clarity on licensing requirements for import of Tobacco/Cigars/Textiles.
  • No benefit is available to AEO Clients (IKEA).
  • Supplier’s certification may be accepted instead of insisting on domestic certification.
  • Labeling may be allowed in a private warehouse instead of in a bonded warehouse.
  • Exemption from BCD may be granted on copper concentrate.
  • There is a delay in the grant of IGST refunds.
  • A 100% examination is being done at the time of the export of mobile phones.

Health & family welfare Sector:

  • Health Cess imposed on medical equipment/ parts thereof may be reviewed.

Logistics Sector:

  • Merchant exporters may be facilitated in a manner similar to the facilitation of manufacturer exporter.
